The first thing to be done is to prepare a document that confirms your right to property (purchase and sale agreement, or other documents provided for in the law).

If you buy a car in a car dealership, the contract will be drawn up for you right there, if not, then with the help of an entrepreneur. And you can also draw up a contract yourself, taking into account all the requirements of civil law.
With the signed contract, the new car owner must register the car at the nearest traffic police department within 10 days (after signing the sales contract, or the validity period of the transit number).
Next, you need to submit an application to the traffic police for the registration of the car, a compilation sample, which you can find on the Internet. The inspector will need it when inspecting the car, in it he will make notes about the technical condition of the car and its compliance with the factory configuration.

So if the design of the car has undergone any changes (toning dripped, replaced steering wheel ("non-native"), bumper from another car, etc.), you will not be able to register it until all violations are eliminated, but changes can be made in full compliance with the requirements of Russian laws.

After checking the vehicle and eliminating all claims by the inspector, you need to insure your newly purchased car and get an OCAGO policy - an important document for registration. It is not necessary to immediately enter the license plate in the policy, you can do this later, after registration or assignment. Having taken out insurance, you will need to pay the state duties charged for registering a car at a Sberbank branch or at another financial institution. The size of the state duty may be different, for example: if you decide to leave the license plate of the previous owner of the car, you will pay 500 rubles; when buying a new car or if the former car owner has removed the car from the traffic police register, the amount will be 2,000 rubles.

However, there is one condition for registering with an old license plate, the symbols must be clearly visible, not wrinkled or repainted (which sometimes happens). The car is automatically deregistered from the previous owner after registration for the new owner, which means that in order to sell a car it is not at all necessary to deregister it in your region.

After purchasing the vehicle, the owners submit an application to the traffic police for it. Registration actions are required for both legal entities and individuals. A new document will need to be received when there was a change in personal data or a modification of the car. The owner is obliged to provide the traffic police with an application completed correctly, as well as the transport itself for its inspection.

The registration application has a strict form prescribed by law. Forms are provided by the traffic police, a sample application for registering a vehicle is always provided with them. 2. Choosing a vehicle

Select a vehicle (car / bus, trailer or other vehicle) and type of ownership (owner or authorized representative).

3. Personal data

Enter the data (name, date of birth, email address, phone number and passport details). If the information is correctly specified in your portal, the data will be automatically "picked up" from it and you will not need to enter anything. Indicate the current address of residence at the place of permanent or temporary registration or at the place of actual residence.

4. Vehicle information

If a new registration number is required, display this on the application by entering the old number in the format X555XX77... The fee for issuing new registration plates is 2,000 rubles.
Do you want to get a new vehicle passport (state duty - 800 rubles) or amend the current one (state duty - 350 rubles)?
Then select the vehicle category (passenger car - category B).

Enter the vehicle identification number (VIN) twice in the format JF1GGGKD37G038841 and body number (same as VIN).

Enter the brand, model, year of car production. Select vehicle type, engine type and color. Please note that the required fields are only the brand, model and year of manufacture, the rest are optional, you can leave them blank.

5. Information about documents

Enter the details of the vehicle passport, vehicle ownership document and insurance policy details. All fields at this step are optional, you can fill them in as you wish.

6. Choice of the traffic police department, time and date of visit.

You can choose the traffic police department at your place of residence or at another address.

After you have found a suitable traffic police department on the map, click the "Select appointment time" button.
In the field "Select the date of visit" in the format DD.MM.YYYY enter a convenient date. Then select the appropriate one from the suggested appointment hours.

Confirm the date and time.

Check the box next to the line “I am familiar with the procedure for submitting an application in electronic form” and send the application for consideration.

The application has been sent and will be accepted for some time, which you can familiarize yourself with. You will also be notified of the successful acceptance of the application through the communication channels selected on the portal (SMS, E-mail).

You will only have to pay the state fee, if you have not done so yet, appear on the appointed day and time at the traffic police department, hand over the documents, wait for the inspection by the car inspector and receive a certificate of registration of the vehicle, PTS with a new entry and, possibly, new registration plates.

What amount of money must be paid to the state for registering a vehicle? Firstly, 500 rubles is a state duty for issuing a certificate of registration of a vehicle. Secondly, making changes to the vehicle's passport or even issuing a new PTS is 350 and 800 rubles, respectively. And thirdly, getting new numbers or replacing old ones with new ones. It costs 2,000 rubles. If the car is not new, then you can refuse this service and just keep the old numbers, saving money.
Thus, if you bought a used car and want to register it, provided that its title and state numbers are in order and do not need to be replaced, the duty will be only 850 rubles (500 rubles certificate of the vehicle + 350 rubles change in title).

Sections 9 and 10 are also completed on a TCP basis:

  • Identification number (VIN) - field 1 of the TCP.
  • Chassis (frame) number - field 7 TCP.
  • Body number - field 8 TCP.
  • Brand - field 2 TCP.
  • Model - field 2 TCP.
  • Year of release - field 5 TCP.
  • Vehicle type - field 3 of the TCP.

Note. The content of Section 11 depends on whether a new or used vehicle is being registered. For a new car, you need to enter the data of the vehicle registration certificate, for a used car - the data of the registration certificate.

For a new car, in section 11, you need to enter the series and vehicle number (marked in red at the top of the document), as well as the date of issue (field number 25).

For a used car in section 11, enter the series and number of the registration certificate that you received from the previous owner (marked in red at the top of the front side of the document), the date of issue (indicated at the bottom of the front side) and the name of the department that issued the certificate (indicated above the date of issue).

To complete section number 12, you will need a title deed. For example, it can be, etc. Fill in only those fields that are in your document.

For example, in the case of a gift agreement, in the "Type of document" field, you need to write the value "contract", and in the "Document name" field - "vehicle donation agreement".

If you are using a sales contract, then the fields must be filled in as follows:

  • Document type - contract.
  • The name of the document is the vehicle sale and purchase agreement.
  • Series, document number - contract number (when purchased at a car dealership). If the car is bought from a private person, then the contract usually does not have a number and this field does not need to be filled in.
  • Date of issue of the document - the date of the conclusion of the contract.

The rest of the fields are not filled in when using the sales contract.

Also, to complete the application, you will need an OSAGO insurance policy. The data from it should be entered in section 13.

3.4. Choice of place and time of registration

First of all, in section 14, you should indicate the address next to which you want to register the car. After that, a map with the nearest registration units and their addresses will appear. Choose a place that suits you best.

After that, it will be possible to select the date of treatment, and after choosing the date - the specific time of reception.

Confirm that you have read the electronic application procedure (check the appropriate box) and click the "Submit application" button.

4. Print statement

Click on the "Information on this application" button. At the bottom of the page you can find a list of documents for printing:

At this step, you need open the application and carefully review it... The fact is that the application can only be partially completed. This appears to be caused by a software bug.

If the application is only partially filled out, then before contacting the traffic police, you need to independently fill out an application on a standard form:

If you do not fill out the application in advance, you can do it directly in the traffic police by hand. However, it is much easier and faster to do this at home in a relaxed environment.

Print the application and go to the traffic police at the appointed time.

Note that in 2015 I managed to get the numbers in 50 minutes. At the same time, I was in no hurry. According to my observations, drivers who submitted documents on a first come first served basis waited much longer (several hours). So I recommend registering vehicles through State Services.
